Mr. Gabbert's practice emphasizes land use development, administrative regulations and civil litigation. Prior to joining Ramsden & Lyons in 2008, Mr. Gabbert served as legal counsel for multiple municipalities and local governmental districts specializing in procurement, budgeting and regulatory matters. Mr. Gabbert has provided instruction and training on bidding compliance, public records reviews, procedural audits and regulatory takings analysis.  Mr. Gabbert is a member of the Kootenai County Bar Association and is certified by the Idaho Volunteer Lawyer Program to provide military legal assistance to deployed soldiers and qualified military family members. Mr. Gabbert graduated from the University of Idaho College of Law and holds a Masters of Business Administration from Washington State University .
